JACKSONVILLE, Fla. (AP) — The U.S. Department of Justice has closed its review of the case of a drug suspect who was repeatedly punched, elbowed and kneed by police officers during a traffic stop in northeast Florida, officials said Friday. James Felte Jr., Justice Department criminal section chief, wrote in a letter to Jacksonville Sheriff T.K. Waters that the arrest of Le’Keian Woods does not give rise to a prosecutable violation of federal civil rights laws. Mug shots taken after the arrest showed him with both eyes swollen shut and bruises and cuts on his face. Officers knew Woods had once been accused of murder, was on probation for armed robbery and had been connected to firearms and drug trafficking when they gave chase after a traffic stop, Waters said.

The arrest of Florida resident Le’Keian Woods on Sept. 29 has sparked online narratives regarding his treatment at the hands of officers of the Jacksonville Sheriff’s Office. Bystander footage of the arrest first circulated online with some users saying Woods, who is Black, suffered a disproportionately brutal arrest by white officers for a seatbelt violation, while others suggested the arrest was warranted because drugs were found in the vehicle with Woods. A graphic mugshot released by the Jacksonville Sheriff’s Office (JSO) shows Woods with swollen eyes as well as a bloody, bruised face. JSO had no comment on Oct. 26 when asked whether the detectives involved in the arrest were still working. “The agency takes all allegations of inappropriate use of force by JSO officers seriously,” the sheriff's office said. The sheriff's office said it couldn't comment any further because the incident was being investigated. The video released by Woods' attorney, Harry Daniels, shows at least three officers on top of Woods, who is chest-down on grass besides a car. After he is handcuffed, Woods is propped up against an officer's legs, seemingly unable to sit up on his own. Online records show that Woods was being held in custody on Sunday on charges of armed traffic of methamphetamine, armed traffic of cocaine, armed possession of a controlled substance, resisting an officer with violence and violation of probation, among other charges.
